Just phone PayPal. Tell them it's digital goods. Digital goods are ineligible for buyer protection.
Phone PayPal to get a reimbursement on the $20 stupid fee they take from you, as for the actual money lost for the transaction, there's not much you can do as this is taken by the bank, not PayPal

If you're from the UK, there's pretty much nothing you can do, because digital goods are now included in the buyer protection for some reason.
