Is NovaCars as good as VCMOD?

I think that's for you to decide, whichever one suits you best

I thought NovaCars isn't sold anymore.

Would love to hear where you've got it from?

If you really wanted NovaCars you can probably get a hold of the creator and purchase it privately. Seems like a lot of work when VCMod has everything + more. But personal performance I guess. I used NovaCars once, I actually really liked it. VCMod may not have as nice a UI, but it's just so much better functionally.

Not much I can say here without being biased.

Performance wise, try disabling enough VCMod features, disable other parts of features to match Novacars and compare performance then. Plus VCMod has a few fancy tricks up it's slieve, such as dynamic content streaming.
