I’m just wondering how much it would cost for a small custom model from scratch that’s under 4mb.

The filesize of the model doesn't matter, nor does the model itself. If you're getting a custom one made, you're not paying for the model, you're paying for the modeler's time.

Never seen someone paying each hour for real, you should discuss the price with the creator.
