Update rules for further prevention of scammers

And it wasn't accepted, because I presume the reason was that suspicious behaviour was not enough since the user in question didn't actually scam me. So to your standards there wasn't enough evidence, I'm fine with that. But I feel the intent is very clear from what I've said. If you don't want to read the whole thing TLDR: He lied about his experience, he lied about the work he's done... and theres Clear evidence of applying for jobs using several alt accounts... I believe all of these behaviours should be considered evidence of intent, and be considered as evidence for a ban. Because having a policy of only banning a scammer when they succeed should be avoidable as much as possible.

I agree with you that this is not normal to do and is really fishy, but he is not (yet) breaking any rules related to Scriptfodder.

Maybe you disagree my point on lying on experience, or even faking content they've created only When there's clear evidence that is the case but atleast we should be banning any user that avoids the reputation system by using multiple accounts. In my case, applying for one job with one account, then talking to me with another.

Guy I quoted also believed that using fake alt accounts are a banable offence, but I guess it since Both accounts I reported are still here...
