Probably because it was badly coded and all client side so your typical GayRP servers wanted it and used scripthook to get it.

I can help you create a custom one if you want, feel free to add me on Steam, due to a heatwave in my country it's really hot though so I will only be available late in the evening GMC+0100.

It does look a lot like Billy's Faction Selector addon https://www.gmodstore.com/scripts/view/4918/-bwhitelist-faction-selector so that's worth a try!
