Cant review job of a user more than once?

I just recently did two separate jobs for Burty after trying to review him I was not allowed to as it gives me an error saying I either already reviewed him / have not interacted with him. I'm going to assume this is to prevent rep ganging as this used to be pretty rampant in CH. But posting never hurts.

Exact error.
