User unable to download script

To get right to the point:
A user of my DarkRP credit addon is attempting to download the latest version of the script.
The User: https://www.gmodstore.com/users/view/76561198068604026
The Script: https://www.gmodstore.com/scripts/view/3890
When downloading, it seems one of two things happens: they get an empty zip, or the download never starts.
He claims there are no error messages, and nothing else unusual.
I cannot reproduce this issue.
Reupload the file, see if that helps.
Have him clear his cache, and see if that helps as well. If not, have him try another browser.
This is usually due to an antivirus being dumb. Is he using Avast by any chance?
