Paypal Issues

I am attempting to set up my Paypal so then I may start possibly selling scripts. The one issue is, PayPal changed their layout, and now the Knowledge page doesn't really make sense.

Also, it could just be me, but as hard as I've tried I can't work out how to set up a Premier account. Scratch that, I can't work out how to upgrade without deleting, then fully recreating my account.

These may be stupid questions, but any help would be appreciated.

EDIT: I just recreated my account, and it seems to have fixed it. Thanks to everyone who looked at this.
