[ Apollo ] ◾ Admin Tools

This update gives compatibility for Apollo to run on rlib v3.1.1. This release is in testing stages, but for the most part is stable. Because customers want a working copy, the release is being made early, but expect more releases soon.

Due to a recent update, the RESTART feature is being re-coded and may not work as expected. The countdown timer still functions and the announcement will be made, but server owners will need to restart manually.
