PARKING - Regulate the streets!

Fixed parking tool trying to add a client-side only hook server-side.

1. fixed parking meters being marked as unsaved when being touched by a physics object

1. Overhauled the numsliders design in the admin menu
2. Set minimum parking time for parking meters to 10 minutes
3. Fixed a little translation error
4. Removed some debug leftovers

1. Respawn all objects on PostCleanupMap
2. Removing a vehicle with a wheel clamp will now save its linked fine fee as outstanding fee, related to the next point
3. Outstanding fees must be paid in order to use a parking meter
4. Fixed blogs error
