1. Spawning e2's not working due to spawn delay

1. Lightweight netrate limiter
2. Prevents skids from spamming net messages and raising ping
3. SH_ANTICRASH.SETTINGS.EXPLOITS.NETRATELIMITER (true)

1. Server logs
2. Logs can be found at "garrysmod/data/z_anticrash/logs/"

Update settings.lua or errors will occur!
