Delicate UI - HUD, F4, Scoreboard

HUD Changes

1. You can now change the y position of both the Law and Agenda interface within the configuration file.
2. Made changes in delicate_ui_hud.lua to allow the y position to be adjusted easily.

Scoreboard Changes

1. You no longer need to enter a reason to kick or ban a player.
2. Implemented a Rank section, which runs off of Delicate_UI.Staff.
3. Changed the alignment of all the headers and data.

F4 Menu Changes

1. Fixed an issue which in rare cases caused sorting issues.
2. Changed the ways in which commands are executed when you buy an item from the shop.
3. If a category only has one member, and you are that member, the category will not show until you change job.
4. Core code changes have been made to the F4 menu.

I suggest that you update to this version, there's a lot of core changes. Please replace the entire addon if you do update.
