DarkRP Fire System (Fire Fighters, Extinguishers, Fire Axe, Fire Trucks)

1. Removed all ULX bound commands.
2. Added new console commands for admins to replace the ULX ones (this supports all admin mods (ulx, serverguard, etc).

Here is a list of current/new commands available for admins.

1. Create fire spawn location (ch_create_fire name)
2. Remove fire spawn location (ch_remove_fire name)
3. Turn off all fires (adminfire_fireoff)
4. Spawn fire at your current aim (adminfire_spawnfire)
5. List of valid fire file names (adminfire_validfire)
6. Start all fires at set spawn locations (adminfire_startall)
7. Current amount of fires (adminfire_fireamount)
