Fixes, changes and additions for ShoutVote 1.5

If you are updating: You don't need to update your sh_shoutconfig.lua file, so you can keep all your custom configs and settings!

  2. [NEW] Added support for UserGroupPower to give players higher voting power based on their ULX/Admin group when ShoutPower is disabled. (UserGroupPower will act as a multiplier)
