Xenin F4 - The DarkRP F4 menu

Language system is coming this weekend, for now have these bugfixes

1. Fixed a bug where the F4 menu might close again after pressing F4
2. Fixed a bug where shipments would not be displayed right, and if they did it had the wrong price
3. Fixed a bug where it wouldn't be able to always display ammo price
4. Fixed a bug where sidebar gradients would not render.
5. Fixed a bug where you wouldn't be able to start votes
6. Fixed a bug where default F4 menu wouldn't be disabled properly
7. Attempted fix to a bug where item limit wouldn't load
8. The sidebar will now resize itself to fit any text
9. Added the ability to set the F4s size
10. Job models are now a bit more zoomed in on the face
11. Commands now have a fading in animation
12. Commands now properly have the bottom left corner rounded
