UTF-8 HELP

Whenever I use Turkish characters anywhere in my server, such as ş, İ, ı, ü, ö it automatically turns into numbers or that thing gives an error. Example: http://prntscr.com/s9vyol, https://prntscr.com/s9vzto. I would appreciate it if you help.
