*SOLVED* PayPal Scriptfodder Payment Error
It means your credit card isn't valid.
Maybe this will help :)
- Clear cookies and cache files.
- Try adding the card to a Paypal account, if so already added then remove it and try pay the option "Pay with debit or credit card".
- Ring Paypal, believe it or not sometimes they actually help xD

Well removing it and the "Pay with Debit or Credit Card" did the same thing ://
What sort of card is it, prepaid (from shops) or an actual a bank card? From experience the card usually takes a couple of days to process when adding it to Paypal for the first time ^

Your best option then is to ring Paypal, otherwise make sure - when you have added the card to the Paypal account you have done it successfully, as some cards need to do some sort of verification process(es) before for it to be actually working. Otherwise if this doesn't work I am out of ideas =/ I hope you figure it out though! :)

Figured it out, I bought a $25 CAD Mastercard Prepaid, and the script in Canadian Dollars is $27 CAD for 19.99 USD. So ill have to get a new card then.
