If you're on a Windows dedicated server, set the Affinity to what core you wish to use. As for priority, I recommend putting this to "High". On linux, I cannot remember as much, I only briefly used it. It's probably as simple as setting the Affinity again.

Edit: Just seen that you are indeed on windows. Open up Task Manager and go to Processes and right click the hl2.exe you wish to do this to. You can do it other ways, but I am not going into detail.
