Script denied with reason "Resubmitted without doing anything"

Recently, I submitted a script for review. It was denied, so I added some additional features to it, altered the description to include these features, and resubmitted it. The script was denied again for the reason "Resubmitted without doing anything." I checked the download for the script and the changes were present in the download, so I just wanted to know if the edited script was found to still be unsuitable for gmodstore, or if the script was denied as a result of the resubmission not being uploaded under a new version number.
