Does anyone know how to fix this?

I downloaded and installed bwhitelist on my server. It worked perfectly fine. I went into the config files and I tried to add admins to be able to whitelist. I restarted my server and admins could only whitelist even though I had superadmin and admin in the MaxPermitted. Then I tried to remove admin just like it was on the start and just have superadmin. I restarted my server and admin still could only whitelist. I tried this a few times. Now my file looks like this here. Still admins can only whitelist. If anyone knows the issue or knows how to make it so multiple ULX groups can whitelist I would greatly appreciate you replying to this thread. Thanks!
