Building a computer need advice

Currently I am building a computer to replace this fucking potato that I currently use. (I get 8 fps on gmod, constantly.) So far I bought a sabertooth 990 fx r2.o mobo, fx9370 amd processor (I'm taking back, 220 watts, mobo only supports 180 watts), used GTX 770 that's broken, and a 750 watt psu, 16 GB RAM DDR3 1600.

Anyways since the gpu is broken I want to get a different card. I've been looking at the 1060/1070. The 1070 seems to be at a peak in price, not sure about the 1060 since I can find them for about $280 - +$300. The 1070 is peaking at about $550 and averaging around $430 to $450.

Should I purchase the 1060 or wait for the 1070 to drop in price? I know the cards are above their MSRP right now, due to such high demand.

I'd say get the 1060 now cause you don't really need more than 3gb of GPU, mine has 2gb(GTX 750TI) standard and it runs games 60+ fps (such as elite dangerous, rust, planetside 2, you name it) just make sure your game is fullscreen/borderless windowed

I bought a R9 280X in early 2014. That card was/is pretty good but I actually never really maxed it other than Overwatch.

You should know what you're going to play so adjust according to that.

1060 is stronger than my 970, so it's a definite buy, especially being cheaper.

I'll point out 4 things that bother me: 1st - you do NOT need 750W PSU, in fact getting a more-than-needed PSU increases energy instability and energy consumption. 2nd - scavenge for spare parts, people are now selling 980/980Ti for lower price ever since 1080 came out - 980/980Ti can still beat 1060, 1070 easily and you can find it cheaper than both of these. 3rd - don't go for overpriced motherboards if you aren't buying a CPU/GPU that is made for overclocking - I doubt you'll use even 20% of features an expensive motherboard has. 4th - do not instantly assume that it's GPU that is the issue - CPU can be your bottleneck.

Also this goes without saying: You are getting 8 FPS in GMod because it has multicore rendering disabled by default and 95% of RP maps have terrible optimalization - if you aren't getting low FPS in HL2 then you shouldn't lag in GMod.

Watercooled, OC-ready graphic card for less than 1070 and similar (better when overclocked) performance - used for 400$: enter image description here

I get 8 fps on all games, around 1-2 fps on any new games. (this is because I'm on the world's shittiest laptop) Also the gpu has been confirmed the issue. CPU has also confirmed to be an issue, having it be a 220watt cpu on I believe a 180watt supported mobo. The cpu will soon be replaced. The card is also an issue, it provides no visual output. (all tested on different builds) I don't know 1060 seems to be the better option when looking at reviews and feedback from the majority crowd.
