If I wanted to test the scripts I bought, before using it on my main server, test it on a private local host server and then use it also on the public main server?

No.
Here is the more clear version. MOST developers (99.9%) on gmodstore don't care if you install them on multiple servers [AS LONG AS] you are the OWNER of said servers. If you run a DarkRP and also a StarwarsRP or whatever combination and you want to use the same script on both, you are allowed to do so. We don't sell scripts here on a "per-server-license". (although I think there is/was one who did that at some point, correct me if I'm wrong.)
However, you cannot install the script on say your DarkRP server, and then your buddy Fernando comes along and says: "Hey, since we're friends, you mind giving me a copy because I spent my lunch money on condoms this week?".
If you give it to him. That's considered leaking. Fernando is going to have to prioritize and figure out if he should buy the script this week, or keep his girlfriend from getting pregnant. That's not your problem, and if you help him, it's bad.
As long as you own the server(s) you're installing the scripts on, it's fine. So if you want to put them on a test server [you own] first, go for it.
