i'd heavily suggest against using the word hogwarts anywhere in your server listing itself or the map. Using this WILL get you blacklisted from the gmod server searching area

I would suggest playing other servers and getting an understanding of the type of server you want to build, then posting a post in the Jobs section of Gmod Store explaining the server you want built and its requirements however if you are wanting the full development to be done by someone else do not expect it to be cheap. As well as getting the server developed you will need to consider server hosting which will most likely be a monthly cost and the price will differ depending on the server you use, if you are using external developers you need to be careful as giving them access to your server can result in theft of addons or someone deleting all your files. Also as others have said you need to be careful with the use of trademarked brands for gamemodes like Hogwarts RP as this can lead to legal issues for facepunch so these types of servers are likely to be blacklisted from appearing in the server list.

I am not saying any of this to put you off creating a server however you need to take a lot of considerations when starting a server as there is a lot of work that will need to go into the creation and you need to try and reduce the risk of bad actors gaining access and causing issues either as developers or staff.
