Question RE: Area/Zone protection addons

Hi,
On Coderhire there used to be an addon called "Zones" made by Dellkan. It allowed you to make invisible boxes in which people couldn't be killed or get a text popup for example.
However it also had the ability to block prop placement in a zone. If you spawned in a prop in a prohibited zone it would simply despawn, even if you spawned it outside of the zone and dragged it in.
Is there an addon today which has this functionality?

Any idea if it lets you just turn off the spawn protection bit? I'm just looking to prevent people from blocking the pedestrian tunnels on downtown
