Can I dispute against an inactive content creator?
Hi, I have been trying to get support for over a week now and the author is still not responding. I was wondering if I could dispute with the author on PayPal because I did pay $12 which is quite a bit for a Garry's Mod addon. Also, the script is nonfunctional because of the bugs making it no use to me.

What would be the correct course of action then? I've already reported the addon.
If it's completely broken and no support is being given within at least 2 months go for it

Yeah it's completely broken. The NPC won't allow anyone to talk to him even though it's set to no job restrictions.

What script even is it?
When I used LSD mod on my server (which I do not recommend because even though you disable the HUGE explosions that emerge from the entities within the mod they still explode ) I had to add everything to my servers F4 menu instead of using the NPC. It was a huge hassle for something that should be working already.

but im pretty sure if the script doesnt work, you are allowed to report it.
