Is this considered a Leak
If GMOD player wants to send scriptfodder addons to me, but instead of buying it for me. They just send the addon in its full working state with changes at all to me over email or file sharing services, would this be counted as a leak and would it get my server banned if I used it in the server?
it's not a leak but it's script sharing and that is still against the rules
It depends, I personally see no problem with it if he's your developer, and he's not using the script on any other community's server, or if you both run a community together, but if you both have different servers and / or communities, it is script sharing, which is not permitted.
(At least that's what I think :P)
This is considered script sharing and unless you have permission from the script author you may find yourself getting banned.
I think it's fine as long as only 1 person between you guys are using the script. If both of you are using the script then I don't think so.

Please avoid giving people false information.
Giving anyone who should NOT have access to your script is against the rules. This excludes your 'developers', but obviously if leaked it is your fault, and you will be banned.
Community B giving Community A their script is script sharing, and will be banned for.
