Question about pricing of server development

Hello to everyone willing to help, my name is Jeromy Han and I have a couple questions about how much the price would be for almost a whole server development that coulld take like 1-2 months. Lets start with an explanation of what kind of server is will be. I want to make a Serious roleplaying server with includes job applications true forums and interviews with executives to get a job and a high class professionalism of doing so. and I need help with custom content for the server. Let's get more in detail about that. -I want a HUD that will be opend with q witch also removes the ability to spawn props that will show health/stamina statistics, inventory, skills and leveling system for (crafting, cooking, stamina, gun smithing) more will be added when development starts, list of rules. -I want a furniture salesman (NPC) that sells all the furniture needed(added into inventory). -Job NPC's that need whitelisting to get into like Police, EMS, Fire Department, Lawyer, Mayor, DOC. And some you can just go for normal jobs that don't need whitelisting like roadcrew, Salesman (Like furniture salesman but more stuff and also sells equipment), more added probably. -Drug dealer NPC that will sell pots, seeds, lights, etc. And also buys the weed off you. (Only when there is a minimum of 2-3 cops online.) -Custom police models, EMS models, Firefighter models. -Character creation system witch keeps playermodel even when you change jobs to police same model but other outfit. -Clothing store witch sells allot of clothing for the playermodels like also masks, hats, glasses (only if possible) abd with VIP perks. -Equipment lockers for police, EMS, firefighters to get their stuff from. All of the above possibly in same vgui syle.

I am willing to go high in pricing but I want some basic understanding of how much something like this would cost. And this probably won't come up in the jobs for a while just wanna get prepared and get the money saved up for such aninvestment.
