Q Menu

Hey guys,
Just a question I have for server owners / developers. How can one edit/create spawnlists on the Q Menu? I understand that there is a settings folder for that, but I see some servers with a whole section in the Q menu dedicated to whitelisted props, etc. Is it a script?

Usually editing players spawnlists or adding anything to it is a big no-no, as it can duplicate by accident spawnlists, and leave it as it is.
