ULX - Help With Targeting

Okay so I'm not 100% on the ulx targeting thing so if i put for moderator !%user does that mean they can only use ulx commands and physgun people in the group user ? or is that some other command? and if admin inherits moderator and for admins target section i put !%moderator would that let people in the group admin use commands and physgun people in the group moderator and user ? or would the targeting thing not get inherited by the admin group ?

as i said in not 100% on this part of ULX so any help is great thanks :)
