If I set an addon I bought from here to FastDL, will the user basically just have downloaded the addon? If yes does that mean I should fastdl the workshop resources?

No, as long as you don't put in the Lua files. When setting up workshop just include everything other than Lua files.

Alright one more thing, is it true that for workshop addons / workshop models I have to use workshop dl? or is that true for neither

Nope thats not true. FastDL is together with WorkshopDL and ServerDL one of the 3 main download methods.

Correct me if I'm wrong here, but from my knowledge I can tell you the following:

ServerDL: Fully automatic download, however limited to 20(or 30) kbit/s, so no option for larger stuff like maps. However does the job on sending scripts to the client.

FastDL: WebServer based non-automatic download. A bit obsolete in my opinion, as it was created when there was no workshop (no alternative). Maybe good because it supports fonts and it's better for much small files.

WorkshopDL: Workshop based semi-automatic download. Pretty much reliable, good for bigger files and fairly easy to set up

Workshop is using Steam servers. The only limit is the file size I guess
