Having cars spawn as world props?

Hey, I know theres probably an easy way of doing this and its probably just a file I put in lua/autorun. But I need my cars to spawn in as world props. Like if a person buys a car from the car dealer, instead of the car spawning as a vehicle that they own, I want it to spawn as a world prop. I know blocking the cars model on FPP makes it a blocked entity but then moderators are unable to pick the cars up if they get stuck on a sidewalk or something like that. I do not want to give mods the ability to pick up blocked props because then they can pick up doors on the map.
