Well 100% agree with a lot of overpricing. Every time I put a reasonable budget I get a minimum of 2 comments from random people going , "GOOD LUCK LOLOL $3 FOR A HUD ICON THAT TAKES A LIFETIME OF WORK TO DO". Obviously just an exaggeration of what really happens haha.
You're paying people not only for their time, but also their knowledge. Expect to pay more for someone who is actually worth their salt.
If people are telling you it's a low budget, perhaps look at it and have someone who knows what they're talking about give an estimate.

This needs to be updated again. I am seeing lots of jobs lately people are making with shit like "advertise my server", "help me get players" etc I am sure this isn't allowed. Also still seeing jobs with "need edits for 'insert map here'" when they don't have the authors permission to edit the map, Evo city maps come to mind here.
What about a section for map optimization?, or would that just go under map editing? of course it would be around 100 - 150 for the amount of work that is needed, plus as Marcus has stated, "And let's be honest, the map developer will literally have to dedicate their machine to compile your map again for you. It's a very expensive task. Unless they've got a beast of a machine."
I want some sort of NPC shop only instead of entities it would spawn packs of NPC on preset spawnpoints. VGUI doesn't matter (though it would be needed for players at least) but I'd prefer to place spawnpoints realtime; also permanent system (immune to cleanups, may be autorespawn through oncleanup hook?) - how should it affect the pricing if I want sqlite processing instead of file i/o? Also some sort of autocleanup system which would remove NPCs / their bodies after timer is up. It sounds a lot of functions, but is it really? I thought about ~$20 for this, giving that config would be done, mostly, through lua file rather than complex vgui. Should I increase the price? What would be the maximum price (with classy vgui and lots of customchecks) for such system?

I'm not 100% sure but using common logic I'd probably say $40-$50 would be a reasonable margin for what you're looking for.
