The answer to both your question is, that neither is possible with the addon. There is no pulling feature, and only the prisoner can pay the bail of themselves.

I suppose in the future, I can make an NPC where you can pay the bail set for prisoners. But right now and for the unforeseen future, this is not possible.

I just noticed this was updated and I am looking for something like this. Is there any way to make it even more realistic by requiring the police to bring the player to a specific location before being able to actually send them to the jail?

Yeah, it uses darkrp arrest function. So jail positions set like /setjailpos will be used by default.

Does this automatically teleport the player to jail ?

Ahh, yeah. Setting the bail as "0" as the arresting officer should make them unable to bail out.
