Not when spawns when they drive a vehicle, this is one of the features that have been requested and there are options to toggle this.

All players have wrench when spawns...

Seems that the wheel repair glitches out sometimes and doesnt let you repair them

Hey there i am having a bit of issues, the regular TDM cars, SGM cars and pretty much all HD cars huds that show the lights do not work and the lights don't work, the light beams show but not the lights themselves if you know what i'm saying. Also I can't switch seats anymore. I reinstalled multiple times and reset the options, I also verified the integrity of the game cache, any insight? Also sorry to bother you but thank you for the new updates and such.

Anyway, I am fixing up the "Repair hight" issues. Wrote some code to automatically data mine for all 1200 or so unique garrysmod vehicles. Took me 4 hours to data mine continiuosly, but the data is done, should be intergrated tomorrow.

How is four months of work that started before Nova was even a thing not fair?
